Yes.....

and it will turn on small lights when ignition key is inserted...

That depends on your headlight switch position. No light will come out even if your ignition key is inserted if it is in the off position. But it is confirm that headlights is auto cut off when ignition key is remove.

If necessary, to keep the lights on when the ignition key is removed, perform the following:
1) Open the driver-side door.
2) Turn the parking lights OFF and ON again using the light switch on the steering column.

try not to switch on for e light too long with e engine off coz it will shorten ur car battery lifespan faster..

Heard the SE mentioned that once u turn the ignition on, the dashboard (Speedometer, odometer)will light up, irregardless whether u turn on the headlight/small light?
For my current ride, only when u physically on headlight or small light, the dashboad will then be lighted....

its ok if e meters lights light up as long as ur car engine is running. with e car engine running, its actually recharging ur car battery.

Yes, Forte is using dry cell therefore OPC car user do try to recharge the battery by running the engine once a while to recharge it or it will went dead.
