For me i would suggest u go for the topup. COE cut by 30% is a fact and nthing can change now.
If u look at the last time coe cut, the price of coe shoot from 3-4k to 20k which is about now.
But there is still a very slim chance tat coe will drop coz nthing is definite.
Well but do take into consideration of past exp from bros who topup here they may give u a better picture.
Well its just my suggestion, do consider well before deciding.

New formula for COEs
THE Government will revise the formula for the supply of Cetificates of Entitlement (COEs) to better match the actual demand and prevent big fluctuations in the growth in vehicle population.
From April, after this quota year ends, the new formula will be based on actual de-registrations of cars that have already taken place, and this will be recycled back into the system. New COE supply will be released in six-monthly lots under the revised formula, said Transport Minister Raymond Lim in Parliament on Thursday.
Currently, the supply is based on the projected de-registrations in the coming year.
This means that the upcoming quotas will be significantly smaller as de-registration figures last year were low, and also because the Government will adjust for the oversupply in the the last couple of years.
Responding to concerns from MPs that the vehicle population has grown faster than the allowable rate in the last few years, Mr Lim acknowledged the shortcoming of the previous formula.
He said while the previous formula, in place since 1999, achieved a 3 per cent annualised growth rate in the long run, 'the short-term fluctuations in the growth rate are not desirable', as the one-year lag was not sufficiently responsive.
He said the Land Transport Authority had sought the views of motor trading associations in its review for a better way to determine the replacement COEs each year, and they were generally supportive of the new proposal.
'They felt that the recycling method has the advantage of being more transparent, as they can estimate the COE quotas by monitoring the de-registration rates,' said Mr Lim.
'We do not rule out shortening the recycling period further to make the system even more responsive,' he added.

I agree with muff... it was really a tactics by CNC Kia to lure customers with 2k reduction & free bk, then they based on their profit margin, bid the COE for customers, so if you bought your car during the weekend, all the more you shld top up.

based on last bid quota is 1148, bid received is 1758 so to say there is still a outstanding of 610 ppl haven got their coe wo.. =( so if next bid still 1100 places to bid, more than half have been taken..

COE increased do not mean your OMV also increased unless Won value increased then your OMV increased bcos of exchanged rate. but OMV increased your ARF also increased so your car prices they sell you will increased alot. if no OMV then car is mouch much cheaper liao. no need to Pay ARF. haha. if that the case government's department LTA eat grass liao

13mths ago wen i booked my 2l the se tell me mayb need to top up if cant get coe...but tat time time i dun really need a car...tell myself no coe, then ok lor, wont die hehe....jus continue ride my beemers or take public transport hehe....n 1st bid i remember in mar, se sms me i got the coe....
my another frn who desperate need a car book swift sports much earlier than me in the end lan lan top up since after dunno how many bids he stil didnt get....
morale of the story dun hope too much n u wil get....hope so much u may end up toppin up hehehe

if i am not wrong, Its not just topping up of 2K. For example i book my forte EX(A) during the 2koff and free bk which is 50,999. So if i am going to top up 2 k for guranteed COE i need to pay 4k. Becoz i need to top up for the EX(A) current price which is 52,999 also. This is what my SE answered me. For me if never get after 6 bid i will live with my "BIG GULPER" loh. no choice

Just top up if only $1 or 2K. I recalled that previously when COE is around $30-$40K level, owning a car seems so out of reach.

Your example is 13 mths ago... Very misleading. Please don't use in current situation where COE will be cut by 30%.

i would say for those that gotten their COE during the last round, congrats.
but looking at the leftovers from the last COE overflowing to the next COE, on top of it, next COE being the last COE round before the cut in quota, i would think that the COE will go up.
profit margin is one thing, but how much can C&C bid without making a loss? i would say, no more than 21k.

pls top up if you have not read today st page 3. whole singapore car dealer increased prices across the board. Hyundai up 8k Kia up 5k japanese up to 5k. no choice COE cut by 40%. COE will go up to 30k in the next few mth. Car prices will remain high for next few yr. good for ppl already got bcos car will go up north in price even you sell also will not lose alot.

I bought my SX at $51499, inclulsive of 2k top up. Got free BK, Premium RikeCool, visor, 3A car matt. I dun regret topping up, $7000 coe + $2000(top up) = $9000 coe, I got $14000 coe but only after a painful 6th bid.
